A CONTROVERSIAL application to turn a village pub into a convenience store has now been submitted and a decision is due to be made at the end of next month.
The Co-operative has submitted an application to the Dartmoor National Park Authority (DNPA) for the change of use of the Leaping Salmon pub in Horrabridge from use as a drinking establishment (class A4) to retail use (class A1).
The Leaping Salmon was once a thriving pub but closed in November last year due to a fall in trade. The owner, Enterprise Inns, agreed a lease with the Co-op to secure the property’s future.
The Co-op’s application is for the change of use along with an extension and external alterations, including the demolition of outbuildings in a conservation area.
In the planning statement submitted to DNPA, the Co-op stated: ‘It is intended to retain the majority of the structure and features of the existing building.
‘The customer entrance will be maintained on the Whitchurch Road frontage and will also be used for deliveries from vehicles parked at the front. The new store will have a sales area of less than 280sqm, so will operate as a small shop, open 7am to 11pm, seven days a week and will meet the day-to-day needs of the local walk-in catchment population and some pass-by trade.
‘The permitted change of use will result in the loss of the public house, although it is not the last in the village. In its place will be a new community facility in the form of a convenience store. There is no reason why the development should lead to the loss of the existing general store/Post Office counter, which has the potential to diversify and compete effectively to continue to serve local residents.
‘When assessed as a whole, it is considered that the proposals will ensure the long-term viability of the building, through its sensitive and appropriate re-use and a clear public benefit in terms of economic regeneration.’
The plan has been met by opposition from a number of residents in the village, with traffic congestion and parking issues sited as two of the main issues, as well as competition with the already existing Horrabridge Stores.
The consultation period, when comments regarding the application can be made to the DNPA, will end on October 7. The DNPA is hoping to make a decision towards the end of October.
