Can we afford loss of revenue?

CAN someone please explain the logic behind the eco-car permanently parked in the Guildhall Car Park?

I pass it at least twice a day and since it arrived 18 months ago I have seen it move less than six times.

The cost of the car parking there is 60p per hour, so I calculate that a year's car parking in that space is 60p x 10 hours x six days a week x 50 weeks a year = £1,800 loss revenue.

Can we therefore explain in these austere times if Tavistock Town Council can afford the loss of this revenue together with whatever rental we may be paying for it? If not then I suggest they politely send it back from whence it came.
