MAJOR reviews and a list of services are included in a performance plan published by West Devon Borough Council recently.
The Best Value plan was produced in response to new Government directives which mean everything the authority does is subject to a rigorous review every five years.
David Incoll, chief executive at the borough, said: 'Whilst the council has a national reputation as a high performing council, ranked fifth best district in an Independent on Sunday league table, it has never been complacent.
'Each year we have to decide who we can continue providing services to such a sparsely populated area with less money from central government. Innovation was and is the name of the game.'
The plan shows which services the council is responsible for and how the authority works. It also gives details of when reviews will be carried out and what targets have already been set.
Cllr Gordon Mills, chairman of the best value working group, said: 'Although this is a new government initiative, it is not so as far as West Devon is concerned.
'As a council we have always endeavoured to achieve best value for our residents in the services we provide and I am confident that this will continue to be so.'
Cllr Mills said communication and consultation were the 'cornerstone' of the council's success — he urged anyone who wished to comment on the borough's services to phone the council offices.
