AM I alone in finding deplorable the practice of those dog owners who clear their dog?s mess from the footpath by Whitchurch School and then tie the bag with its contents to the school fence?

There it hangs for several weeks until some poor unfortunate soul has to come and remove it.

Why can?t they, at least for the sake of the children, take it home to dispose of it?
