LANDLORDS who let large houses to multiple tenants must now register for a new type of licence as part of a nationwide drive to improve standards in private rented accommodation. From July, properties of three or more floors, with five or more tenants belonging to two or more households will be required by law to be licensed. Those landlords and property managing agents who fail to comply by the July 3 deadline may face fines of up to £20,000, a criminal record and, potentially, rent repayment orders. West Devon Borough Council has begun to implement the changes to the regulation of Houses in Multiple Occupation (HMO), under the Housing Act 2004. Large houses rented out to multiple tenants often provide good affordable housing, particularly for younger people. However, tenants in larger shared properties are sometimes vulnerable to poor housing conditions. Licences for HMOs in West Devon cost £150 and are valid for up to five years.
