THROUGH the Times may I take the opportunity to thank West Devon Borough Council for the response made to the Boundary Committee.

It has certainly been an awful process and a costly one too, requiring a tremendous amount of time, thought, sweat and perhaps even tears, from people throughout the ranks, so to speak.

It could all turn out to be a colossal waste of time, energy and money; furthermore, one can only imagine the stress the whole exercise has caused. Most people despair at the fiasco.

In my letter trying to assist the Secretary of State, I have drawn on wisdom from the past and would like to share the thoughts with your readers without further comment. 

Here is an extract from the past on the works of Gaius Petronius, a Roman writer, circa 50 AD. 'We train hard — but it seems that every time we were beginning to form into teams, we would be re-organised. I was to learn later in life that we tend to met any new situation by reorganising, and a wasteful method it can be for creating the illusion of progress while producing confusion, inefficiency, and demoralisation.'
