LIKE it or not this Government has courage. The introduction of Modernisation in local government and the reorganisation of the Health Service have been sustained with determination despite heavy opposition.

This was borne out in the referendum and the anti-change mandate of the electorate was surprising only insofar that so many were interested enough to vote either way — that to my mind spells a major success for this government in creating such enthusiasm for a local gggovernment issue amongst the electorate and congratulations to all concerned!

A lack of understanding of West Devon farming and rural issues may be addressed through Dr Iain Anderson's 'Lessons Learned' Foot and Mouth Inquiry. I believe that changes in attitude and policy to encourage our rural and farming community can only come about through vigorous co-operation and greater understanding by both Government and the farming community themselves. I believe the outcome of this inquiry can pave the way to this increased understanding and actions proceeding from the findings in this exercise can create positive change for our rural and farming community. This is a wonderful opportunity for both Government and our farming community to work together for the best outcome for all concerned both now and in the future.
