FOUR people have been recruited as the new Civil Enforcement Officers for West Devon. As of May 5 this year, West Devon Borough Council took over traffic enforcement on local roads and recruited four officers to monitor the whole of West Devon. Car park and contract performance manager, Catherine Aubertin, said: 'For four weeks we have issued warning notices to get people used to the idea, but we are now issuing fines — Penalty Charge Notices.' She added that parking illegally is no longer a criminal offence but a civil offence.
