IF ANY council was intent on saving money, then they should do what I did on a London council.
They should look at each committee's revenue account. This lists all the staff and their salaries. Starting at the bottom there are usually the typists, roadsweepers, gardeners etc. Now they should see how many of these posts are vacant. Those that have been vacant for two years can be deleted.
The committees are claiming the money and hence it is included in the council tax. The council has been running without these positions being filled, hence they are not needed.
This will definitely lower the council tax without sacking anybody. But the unions will not stand for it.
