The plan was rejected by six votes to two, with one abstention.
Speaking after the meeting, Mr Webber said: 'In view of the level of support we received from the planning officer, the college is very disappointed at the outcome.
'West Devon Borough Council has energy renewal targets to meet and should consider every well considered scheme, which we feel ours is.
'Natural England, Dartmoor National Park and the environmental officer all supported our plans.
'We're most surprised at the council's objections.'
