ON the pavement outside the Texaco garage in Plymouth Road, Tavistock, recently was a lot of horse manure which was there for several days. People walking, in wheelchairs and mothers with prams and schoolchildren all had to pass over it.

Whose responsibility is it to clean this up? Dog owners have to pick up after their animals, why not horse riders?
