A PLANNING application for a new housing estate to be build at Butcher Park Hill in Tavistock is now being considered by West Devon Borough Council. Tavistock developers Trand has applied to build 110 residential units (52 open market and 58 affordable units), with associated access, servicing, parking, open space, allotments, allotment building, playspace and associated infrastructure on land north-east of Redmoor Close. In 2010 planning permission was granted by a planning inspector for the building of 52 timber-clad caravans on the 5.67-hectare greenfield site, north of the Butcher Park allotments. On its website Trand, which has built smaller scale affordable housing at Briar Tor in Yelverton, Crapstone and Walkhampton as well as other projects throughout the Westcountry, said of the Butcher Park Hill development: 'The site will benefit from new allotments and large areas of open public space. These will integrate landscaping with generous numbers of indigenous trees. 'The proposed homes will all be constructed to Level 3 of the Code for Sustainable Homes, ensuring excellent build quality and high levels of insulation. These features will minimise occupant fuel costs, whilst maximising carbon reductions.' Before the developers put in their formal application they held a public consultation in January at the Bedford Hotel in Tavistock where they said roughly 50% of the properties would be earmarked for affordable housing. But the application has attracted a number of objections. The Campaign for the Protection of Rural England (CPRE) has objected to the scheme. In its written objection it said: 'The challenge of meeting Tavistock's future housing needs has already been addressed by the proposed development of 750 houses as per the south and south west of Tavistock (Monksmead) masterplan April 2013. It is difficult to see the need for further development on top of that plan.' Other objections received by the council include the increase in traffic and concern that the number of new residents will add to demands on 'already stretched' services such as schools, doctors and dentists. One resident who lives in nearby Bannawell Street, wrote: 'The current sewage system is under strain. The developers, I understand, would need to put in main sewage piping to feed into the existing system but the drains do not cope with heavy rainfall. 'Manhole covers below Butcher Park Hill frequently become dislodged and Bannawell Street turns into a stream. The addition of housing, hard standing and tarmac can only make the situation worse.' Charles Pearce, who lives in Edgcumbe Drive, Tavistock, said he strongly objects to the planning application as it is a skyline development outside the designated development area for Tavistock. He said: 'If we allow one development outside the designated area it will set a precedent for others. I also feel with recent building at the Manor, the Redrow development at Anderton Lane and proposed development at Callington Road, Tavistock cannot sustain further development. 'We do not have the infrastructure to cope with yet more vehicles and people.' A spokesperson for West Devon Borough Council said that no date had yet been set for the application to be put before the council, but it was expected be in the next few months.
