WEST Devon Borough Council chief executive David Incoll won second prize in the EX20 Lottery draw held on September 18. He was pipped to first prize by a member of Okehampton Town Council ? Cllr Peter Stunell, who won £64.60. Mr Incoll who lives at Buckland Monachorum won £32.30. Mrs Elizabeth Allen, from Okehampton won the third prize, a sum of £8.08. Remarkably, the fourth lucky number to be drawn out also belonged to another town councillor ? Mrs Pat Snell, who won £8.08.
