WEST Devon Borough Council has agreed to put up members' allowances by 1% this year — despite concerns that it was inappropriate with all the staff cuts looming. The borough council together with South Hams District Council is looking to cut around 100 staff in its 'transformation programme' to make budget savings and provide a more efficient way of working. In support of the proposed members' increase, some councillors highlighted the difficulties in attracting prospective candidates to stand for council and made the point that the basic allowance had been frozen at the current level for a number of years. Cllr Terry Pearce proposed an amendment that the basic allowance be maintained at the existing level of £4,092.48 for 2014/15 and this was seconded by Cllr Jeff Moody. Some members felt that any increase would be insensitive when considering the implications to staff of the transformation programme and considered it would be appropriate to consider this issue during the upcoming full review with a new panel. The amendment, however, was lost by seven votes to 15. Councillors with special responsibility have larger allowances, for example, the leader of the council, who is also chairman of resources and leader of the largest political group, currently receives £12,400.20 (basic allowance plus 200%). The deputy leader and vice chairman of resources receives £10,333.50 (basic allowance plus 150%).
