A MAN has admitted harassing staff at a medical centre — but has been cleared of stalking the mother of Goa murder victim Scarlett Keeling.

An Exeter Crown Court judge has ordered a full psychiatric report on Toby Riccard after being told he has a history of problems which led to him making abusive phone calls to a surgery in North Devon.

Riccard was cleared of breaching a restraining order by sending a letter to his former landlady Fiona McKeown, the mother of 15-year-old schoolgirl Scarlett Keeling who was murdered while on a family holiday in Goa, India.

He had always denied harassing her in October 2013 by sending her a letter after he moved out of a property she was renting to him.

Riccard, aged 48, is now living at Bere Alston.

He admitted harassing a member of staff at a medical centre in North Devon when he appeared at Exeter Crown Court. He asked for three similar cases to be considered.

A second charge of breaching a restraining order by contacting Miss McKeown was withdrawn and the prosecution is no longer pursuing it.

Riccard remains subject to the order which prevents any contact with Miss McKeown and bars him from going to her home at Bradworthy, near Holsworthy.

Judge Francis Gilbert QC, adjourned the case and ordered a full psychiatric report after being told Riccard is in breach of a suspended sentence for an offence of battery.

Mr David Bowen, prosecuting, said: ‘The defendant relies on a number of agencies and staff and has telephoned them a number of times at length and has been aggressive or abusive.

‘A restraining order is sought to prevent contact with the people involved but which will allow contact with his GP.’

Mr Glenn Corrasco, defending, said there was already a psychological report on Riccard, but its focus was in determining if he was fit to plead.
