I WAS concerned to read in a recent edition of the Times that West Devon Borough Council is considering the use of wheelie bins. Quite apart from the difficulties of using the bins ? particularly for elderly and infirm residents ? their impact on your recycling targets could be very damaging. In Rochford, where I was chairman of the district council?s environmental health committee, our residents found it too easy to throw everything into the bins, including engine parts! The result was that Rochford (the only council with wheelie bins) had about the worst recycling performance in the whole of Essex, and we had to engage in a costly and time-consuming exercise of conversion and re-education of our residents.
