YOUR recent article would appear to be not quite accurate. I recently took black bags to the recycling centre in Okehampton where they were seized on by a member of staff and torn open. They contained amongst other things food waste (because I was going away for two weeks) and were refused entry with a heavy fine if I disobeyed.
A phone call to Devon County Council gained a no sense response: I ring them, they ring the centre and book me in, but may still be refused if they contain food waste.
This begs the questions; what is 'normal household waste' and what can we do with food waste if we are going away for an extended period? Bearing in mind that if it goes in the normal black bag collection that it may be on the street for 13 days.
A sensible answer from Devon County Council might be worth publishing I think.
