David Incoll has today been confirmed as chief executive of West Devon Borough and South Hams District Councils for the next two years. The two authorities agreed to the arrangement at meetings of their full councils held this week and both firmly believe the appointment is a further opportunity for closer working to benefit both authorities and bring value for money to residents. In May 2007 Mr Incoll was appointed interim chief executive for the two authorities following the departure of South Hams District Council's former chief executive Ruth Bagley. The interim arrangement was put in place to enable both councils to assess if a shared chief executive would achieve faster partnership outcomes and better financial savings. There is plenty of evidence to demonstrate this has been achieved and on that basis the councils have agreed to a longer term arrangement. The move reflects the Government's call in its recent White Paper for local authorities to work more closely together. West Devon and South Hams councils already work in partnership with Teignbridge District Council to improve efficiency while continuing to deliver good quality services. The closer partnership arrangement is a positive approach to the financial pressures on district councils who, for the foreseeable future, will not be adequately funded by central government. Mr Incoll, who was appointed chief executive at West Devon in 1997, said: 'I am delighted to have been asked to continue in the shared role of chief executive for South Hams District and West Devon Borough Councils. 'Our two authorities are once again at the forefront of partnership working and I am receiving calls on a weekly basis from other public bodies interested to find out more about this innovative way of working.' Cllr James McInnes, Leader of West Devon Borough Council, said: 'I'm very pleased with the decision. David's appointment is the best platform on which to continue to build a beneficial relationship with South Hams District Council and allows us to pool our skills and resources in an efficient way. ' Cllr John Tucker, Leader of South Hams District Council said: 'This decision not only makes good economic sense, it also supports the drive to work closely with other councils in Devon. 'By working together we are able to provide high quality services whilst still delivering excellent value for money. Sharing a chief executive is an excellent example of a true "top down" commitment to shared services.'
