I REFER to Cllr Moyse's letter in last week's Times.

Three years formulating the proposals and the 'juicy carrots' appear for the first time after three years!

As the next round of consultation will be our last opportunity to comment on the core strategy, then for that consultation we can expect the borough to provide us with some idea of costings, who pays, likely date of delivery etc and better definition of the proposed rail link and the other recent offerings. Or can we?

Specifically, I have tried a number of times to get further details from Kilbride re what it will cost etc to use a new rail link to Plymouth. Consistently hedged replies were received (eventually). No such data are available from the borough. I have, therefore, tried to look at the implications for the working traveller to, say, Derriford. Estimated cost £13 per day, estimated travel time one way approximately two hours, trains hourly.

With reference to public consultations, the latest core strategy document makes a simple statement that the responses from the February 2008 consultation 'have now been analysed' but offers no conclusions from this analysis.

Ask for the results and the borough reply 'We have not undertaken any formal numerical analysis as it is the relevance and quality of a representation that is more important than the frequency a comment is made' — make of that what you will.

The fact remains that the public have not been offered sufficient information on the proposals being considered to enable an informed response. This consultation process is, therefore, fundamentally flawed.
