WEST Devon Borough Council's overhaul of strategic planning, including the proposed allocation of three additional green field sites in Tavistock for new homes, has been submitted for public consultation in recent days. This same week, an outline planning application 00233/2015 has been submitted in connection with one of these sites (land near Brook Farm) for 23 new homes, this number being rather more than the 20 envisaged in council documents. It is clear from the submitted documents that discussions have already taken place between the council and persons acting for the developer. I very much hope that the presence of a ready and willing developer is not clouding the council's judgement over the suitability of this site. It is regrettable that this sequence of events, in advance of the public consultation, could suggest that selection of this site option over others is a foregone conclusion, hurried along without the fullest consideration of all suitability criteria. The prospect of further building here continues a worrying trend; several new homes nearby at Philpott Lane were built, so far as I can ascertain, outside the development boundary of the time, on a site that was never part of any endorsed strategic plan. Previous council documents have emphasised the need to protect the character of Brook Lane, yet how can this be achieved if their plan goes ahead? The site is immediately adjacent to the Tamar Valley AONB (Area of Natural Beauty) and access is via a single track rural lane which currently serves just 19 postal addresses higher up at Rix Hill, Tor, Walreddon and West Down. If it has to accommodate more than double this number, there will inevitably be a significant effect on those who use the road at present, which regularly include pedestrians, cyclists and horse riders. Concerned readers can of course respond to the planning application directly, but moreover I urge them to engage fully with the council's consultation exercise, particularly with regard to the selection of sites for new building. It remains to be seen the extent which the council takes on board local residents' views. Andrew Overy Tavistock WEST Devon Borough Council has now released its document 'Our Plan' for public consultation. In this I note that while there is outline planning permission for 750 houses at the Callington Road site alongside reconnection of the railway line to Plymouth, there is now a statement that the Callington Road site is unlikely to deliver more than 635 houses due to various constraints on the site. It is proposed that the remaining 115 houses should be built on land off Plymouth Road alongside Morrisons, which is currently allocated as an area of employment opportunity. This represents a significant change to previous policy and can be seen as a further development involving the area behind the supermarket and across Crowndale. There will be a WDBC consultation event at Tavistock Town Hall on Saturday, March 14 between 10am and 4pm. I would urge interested people to attend and make their views known.
