The red phone box was removed from its original position outside Crapstone Post Office several months ago at the request of the shop owners.
Buckland Monachorum Parish Council decided it is a facility it would like to keep for the village. It wants the box replaced at the side of the road by Crapstone Green.
But retired Royal Navy Commander Ken Darby said the first thing residents in Woodside Terrace knew about the proposed new position for the phone box was when BT contractors started digging up the green opposite on December 13.
He said: 'There is a lot of feeling running about it — it's the most ridiculous place for a phone box you can possibly imagine.'
Cdr Darby said there is nowhere to park outside the new site, the phone box will spoil the view and the road is busy and dangerous.
'I have enjoyed the aspect of the green for 32 years — the amount of traffic has quadrupled in that time.
'People speed up after they have crossed the cattle grid — I have seen people drive past at 70 mph and that's where they intend to put this phone box.'
Cdr Darby suggested alternative sites for the phone box could be at Yelverton Business Park bus stop or in the bus shelter in Crapstone.
Cdr Darby has sent 300 flyers to village residents asking for their views — he also plans to lobby the council at its meeting next Tuesday.
Buckland borough councillor Gordon Mills said he was sympathetic to Cdr Darby's point of view. 'I do personally feel they ought to review it — it just bears looking at again,' he said.
Mr Mills questioned the need for a village phone box — his principle concern was one of safety
'I am particularly concerned about cars parked next to the green, not very far from a big corner,' he said.
But Cllr Marilyn Allen, chairman of Buckland Monachorum Parish Council, said there were very few suitable sites for a phone box in the village.
'I feel very strongly there should be one in Crapstone because you never know when there is going to be an emergency.
'There's quite a big community there with quite a lot of people passing through — Maristow Estates kindly offered us this site,' she said.
Miss Allen said there was a small 'pull-in' on the green so drivers could stop safely.
'We don't envisage people will be queueing up in cars to use it — Highways have passed it so they think it's safe,' she said.
Judy Ricketts, parish clerk, said: 'We have tried our best and we spent a lot of time having site meetings and walking around with BT and Maristow Estates to find a spot that would be agreeable to everybody.'
Mrs Ricketts said the Highways Department would not agree to putting the phone box at Yelverton Business Park for safety reasons.
She said the parish council's intentions were published some time ago, and Dartmoor National Park Authority asked for opinions before granting planning consent.
No objections were received.
