TAVISTOCK Library staff this week assured the public it was ?business as usual? ? despite the fact the building was covered in scaffolding and netting. Contractors are currently attempting to work on the roof of the library building in an attempt to cure leaks. Moira Andrews, chief librarian, said the building had been leaking ever since it was first opened five years ago. She said: ?I have to say we?re glad we are downstairs. ?The first lot of scaffolding went up in June, then all the rest went up last month, but it does seem to be taking a long time to sort out and I think it gives a bad impression for a public building ? people are constantly ringing us up, asking if we are open.? The upper floor of the library building is occupied by Devon Partnership NHS Trust?s community mental health team. Staff at the team confirmed there had been ongoing problems since they moved into the building more than two years ago, but hoped they would soon be solved by contractors. The building is owned by Devon and Cornwall Housing Association. Alan Osbourne, home ownership manager for Devon and Cornwall Leasehold Solutions, which is responsible for the building?s maintenance, said: ?There is a leak on the top floor of the building and it?s been like a needle in a haystack trying to find it. ?We?ve had an independent surveyor working for us to try and pinpoint the problem. We thought it might be the tiles, we thought it might be flat roof problem and it?s been a process of elimination to try and find the best way to deal with it.? Mr Osbourne said he was hopeful the surveyor had now discovered the cause of the leak, which appeared to be connected with the flashings on the roof. ROK, the company which originally built the Quay, is undertaking the repairs. ?We have tried to keep the tenants informed ? it has been frustrating for everybody but we obviously want to do a long-term repair, so hopefully we won?t have any leaks in the future,? said Mr Osbourne.
