WEST Devon has a new borough councillor following an election in Chagford. Solicitor Robert Sampson, an Independent, won the election with 310 votes. Conservative candidate Thomas Wells polled 224 votes. There was a 46 % turnout. The election was called following the death of Cllr Peter Hill in July. He represented the community for nearly fifty years.
