I DON'T think anyone has any qualms about using the existing Social Security building in Abbey Rise for communal use, but I am very concerned about the proposal to park a mini-bus in front of the building. Abbey Rise is a road, not just a building, and is busy all of the time, especially in daylight hours, seemingly used mainly by the elderly. There is already insufficient parking for the doctors' surgery and shoppers walking into town. Any movement by the mini bus will involve reversing either in or out and this will be hazardous owing to the cars parked within a few feet of the proposed crossing, and also the movement of elderly pedestrians along the pavement and getting in and out of their vehicles. I would have thought, knowing the area well, that the best place for this vehicle would be at the rear, where there is already space. This whole plan has not been thought out properly. The condition of this road surface is very bad at present, and considering its regular use by police cars, ambulances and fire appliances, as well as many cars, this whole stretch of road needs relaying urgently. The road is already a nightmare for drivers of emergency vehicles necessarily driving at high speed, made worse by vehicles entering and leaving either the surgery car park, the two existing Social Security car parks, and single side parking all the way down the road. A further intermittent hazard is the filling of their water tanks by both Devon and West Devon cleaning vehicles. The water hydrant is on the entrance curve of the road. This practice should have been stopped years ago. I also note that the dangerous junction with Whitchurch Road has been recognised by Devon CC as being dangerous by the painting of, by now well worn, yellow hatch marks. This minimal treatment of this potentially dangerous junction is frankly scandalous. In many areas this junction would have a flashing warning light to warn Whitchurch Road traffic of the exit of an emergency vehicle — or even traffic lights. The junction has no warning whatsoever — not even a junction sign. Traffic coming towards town see no warning at all when coming over the brow of the rise, as stated above. I suppose the expense will only be justified when there is a catastrophic collision. Finally, why were residents of this block of apartments not notified of any meeting?
